Reference: The letter dated 17.12.2020 and numbered 62943.

With the letter recorded in the reference, it is stated that there are calls planned and offered to sale for 2021, that the persons travelling on those ships are planned to visit the port and its surrounding environment and to make touristic visits, and we were requested to specify the conditions for vessels to approach our ports.

In this context, under our Ministry’s coordination, a meeting was held with the participation of relevant persons from the Ministry of Interior Affairs (General Directorate of Provincial Administrations, General Directorate of Security) and Ministry of Health (General Health for Border and Coastal Areas of Turkey), and during the meeting, it was stated in sum that there is no current restriction in entry of vessels into our country; that health declarations may be issued for vessels according to the risk assessment to be made by requesting negative PCR test results and medical statements from all passengers of vessels to enter our ports; that in case of observing a positive case in vessels, measures including quarantine conditions determined by the Ministry of Health shall be applicable; that information/passenger & crew lists entered by ship agents via the Liman Tek Pencere (LTP-Port Single Window) System must consist of complete and accurate information; that procedures of recording in the lists issued by the agency the barcodes on the ship cards and entering persons’ photographs in the shipping cards to allow their faster entry into the country; and that this will provide vessels and agencies with convenience.

In this regard, although aforementioned issues have been discussed currently, it is considered that in the following process, some variations can be made in measures and practices according to the course of the disease in our country and in the world, that relevant administrations may take different decisions, and it would be appropriate to obtain opinion again from relevant institutions.
